Journeys Ordered, or the Official on the Move
In the Habsburg monarchy of the 19th century, relocations of civil servants to very distant places of service were a common reality, especially in the lower categories of the civil service, and the goal of gaining practical experience was not the only reason for this. Among other things, the transfers of lower-ranking civil servants were a simple way of preventing corruption and limiting the influence of various clientelist networks. Officials in private services, especially at the large estates of the first half of the 19th century, could be treated similarly, but the reasons tended to be somewhat different. Gradually, the concept of a business trip became established in this area, especially for men serving in various supervisory and inspection posts.
