The Discovery of Unemployment in the 19th Century

This essay deals with the phenomenon of unemployment in Austria in the 19th century. It adopts the constructivist methodological approach regarding unemployment as a social construction along statistical, linguistic and institutional lines. The author demonstrates differences between the conceptualization of unemployment in the 19th and 20th centuries. As a result of these distinctions, the causality of unemployment is assigned different interpretations, and correspondingly, different ways and means of solution are sought. A turning point in approaching the phenomenon of unemployment dates to the last quarter of the 19th century, in consequence of the previous experience with protracted economic recession.
